After high school, Carter joined Penn State after being heavily recruited.In 2022 as a freshman Carter saw action in 12 games and played a total of 462 snaps at linebacker for the Nittany Lions. He recorded 41 tackles, 10 assists, while adding 34 stops. In coverage Carter notched up one pass breakup, no interceptions, and QB rating when targetted of 92.7. As a pass rusher, he added 18 total pressures, which included 9 QB hurries, one QB hit, and an excellent an excellent 8 sacks on the season.

Scouting Report: Strengths
- Flashes closing speed and agility to reach passers from the blind side or up the middle before they can escape.
- Closes quickly on relatively immobile quarterbacks. A consistently heavy hitter who flashes explosiveness and the ability to separate the ball.
- A dynamic edge rusher, Carraway has NFL-caliber quickness and speed. Carter gets off the snap quickly and has the flexibility to bend the edge and the pure speed to close on the quarterback.
- Good closing speed with long arms to drag down quarterbacks and running backs.
- Downhill defender and physical tackler. Uses his eyes to decipher and break down the play, showing good awareness and discipline to sniff out fakes.
- Combines very good instincts with above-average reaction skills. Almost always finds the ball in traffic.
Scouting Report: Weaknesses
- As good as Carter is attacking downhill, he can get overaggressive and overrun plays, opening up cutback lanes for counter runs.
- Lacks pop and strength to anchor, though. Most effective when uncovered inside and chasing stretch plays to the sideline.
- While he has the take-on skills to be a 4-3 Mike, he’s probably better as a Will so he can maximize his range and speed.
