There was a run on nobody at that position, and the 49ers started one anyway for Thomas Collins, 37 picks ahead of schedule.

They lost the exchange badly enough to drag the whole class down. Spending an early pick on safety with quarterback and tight end open is the decision the grade keeps circling back to. For all the activity, quarterback went untouched, which is hard to explain.
