Following high school, Burks opted to join West Virginia.In 2021 as a freshman Burks saw action in just 3 games and played a total of 32 snaps at safety for the Mountaineers. He recorded only 2 tackles, no assists, while adding one stop. In coverage Burks notched up no pass breakups, no interceptions, and an outstanding QB rating when targetted of .0.

Scouting Report: Strengths
- Has the fluid athleticism and speed to cover tight ends and maybe even some big slot receivers. Burks has the ball skills to create turnovers. He also has value as a blitzer.
- Has the change-of-direction ability to mirror underneath but did solid work out of press and off coverage.
- Flashes some physicality as a hitter.
- Has the fluidity, speed and quick feet to come down and defend slot receivers in man coverage. He also does a nice job breaking down in space as a tackler after the catch.
- Burks has good size and is a fluid mover, capable of mirroring quickness underneath
- Eager to come downhill as a tackler and plays with a physical edge, and he’s effective as a blitzer.
Scouting Report: Weaknesses
- While Burks has man coverage skills, he can struggle when sitting back in zone. He’s not instinctive and struggles reading downfield routes and tracking the deep ball.
- Has good but not great recovery speed when working downfield, where he has trouble making plays on the ball.
- Works hard in run support, but he is going to be walled off often and is more of a grab-and-hold-on tackler when taking on running backs.
