Draft Profile: Bio
The 2023 Tennessee Mr. Football out of the Chattanooga area, Carter was an all-purpose dynamo who piled up 1,795 yards and 27 touchdowns as a senior while adding 102 tackles on defense. A consensus four-star and top-300 recruit, he signed with the Volunteers over 39 other offers. He made an immediate impact as a freshman on defense and special teams, earning the starting STAR role and serving as a dangerous punt returner.
Across two Tennessee seasons Carter played 21 games with five starts, finishing 2025 with 25 tackles, 4.5 for loss, three pass breakups, three forced fumbles and a sack across nine games. He entered the transfer portal afterward as a coveted defensive back and committed to Colorado, a twitchy, playmaking athlete with return value and ball-production instincts. The Mr. Football honor and the three forced fumbles speak to a playmaker's instincts, and the return value travels as he resets at Colorado.
Scouting Report: Strengths
- Elite timed speed from a slot and box defensive-back role
- Run support is strong, a downhill force near the line
- Forced three fumbles, a playmaking trait in the box
- Stoned UAB for six run stops while covering the slot
Scouting Report: Weaknesses
- Gives up too much in coverage, with a man-coverage mark well below average
- Availability is a question after a midseason departure and a hip injury
- Played only eight games, leaving a small body of work
- Did not record an interception despite the slot snaps
- Recorded no breakups outside of two on the year
Scouting Report: Summary
Carter is a fast, physical slot-and-box defensive back whose run defense is the strength of the profile, a downhill force who stoned UAB for six stops and forced three fumbles from in the box. The elite timed speed and the playmaking near the line give him a projectable sub-package and special-teams identity, and he doubled as a punt returner. The athleticism and the run-game toughness are real, projectable traits. The coverage and the circumstances are the concerns. His beaten too often in coverage, with a man-coverage mark well below average, he recorded no interceptions and just two breakups, and his availability is a question after a midseason departure from his program and a hip injury that shortened the year to eight games. He is a run-and-hit nickel whose cover skills and availability both need to be resolved.
He profiles as a developmental slot and box defender with special-teams value, a Day 3 flier on speed and run-game toughness now at a new program. The poor coverage, the thin sample, and the off-field departure keep the grade low, and the availability needs to be cleared before publishing. He grades as a priority-free-agent type whose roster path runs through the box and special teams, with the availability the first thing to clear.

*Percentile Ranking in Player's Position Group (NFL Combine Historical Data): This percentile reflects how a player's specific statistics rank
in comparison to historical performances at the NFL Combine, specifically within their position group. A higher percentile indicates a better performance.
For instance, being in the 90th percentile for a particular stat means the player outperformed 90% of their peers in that category.
*Similarity Percentage: This percentage is calculated based on a comprehensive analysis of various factors, including height, weight, 40-yard dash times, on-field performance statistics, and overall player rating. The analysis is conducted against our database of draft prospects from 2021 to 2023. This similarity score helps in evaluating how closely a current prospect aligns with past prospects. It is important to note, however, that this score reflects similarities based on college production and attributes, and does not account for eventual success or performance in the NFL.
